State Aid Library Subsidy Application – NOW OPEN 

The State Aid Library Subsidy Application (SALSA) is now open within the Counting Opinions LibPAS platform for completion by independent public libraries, federated system library administrations, and federated system library members.  

The deadline for submission of the application is 11:59 PM, Wednesday, August 28, 2024. 

To assist with the SALSA completion process, please take advantage of the following tools:  

  • Review tutorials and information found within the State Aid Resources LibGuide. 
  • Attend virtual open office hours held every Thursday from 11:00 AM to 12:00 PM. A link to the virtual open office hours  Microsoft Teams meeting is available on the home page of the  Counting Opinions LibPAS website.

The Bureau of Library Development (BLD) in the Office of Commonwealth Libraries supports libraries and library services for Pennsylvanians through the administration of state and federally funded programs and grant opportunities including LSTA (Library Services and Technology Act), Library AccessLAMP (Library of Accessible Media for Pennsylvanians), the Public Library Subsidy, and Keystone Grants for Public Library Facilities. BLD also provides advisory services, professional development, and continuing education for library staff and volunteer leadership at public, school, academic, and special libraries.
