2024 Annual Report – PA Public Library Data Survey now OPEN | Compendium

The Annual Report – PA Public Library Data Survey for reporting year 2024 is now open for data input via the Counting Opinions’ LibPAS platform.

The deadline for submission is Monday, March 10, 2025.

2024 Updates

  • Instructional Document2024 Annual Report – PA Public Library Data Survey & Public Libraries Survey User Guide. This pdf document contains:
    • a hyperlinked table of contents
    • linked resources, when appropriate
    • all data elements with definitions/descriptions and helpful information to clarify what is being requested
    • a 2024 modification section with all changes, additions, and deletions since the previous reporting period
      • Please take special notice of the programming section layout change. If you are unable to report information in the new format, please let me know and we will work with you to report the data that you have available.
    • all Annual Report Edit Checks imposed by the American Institutes for Research (AIR) – not all of these edit checks are embedded into LibPAS
  • Annual Report Overview and FAQ – All information found within the 2024 Annual Report – PA Public Library Data Survey & Public Libraries Survey User Guide has been duplicated on the Annual Report LibGuide. The LibGuide will also include responses to frequently asked questions we receive throughout the data input period.
  • Contact Us Form – We are using this form to capture questions pertaining to the annual report. Please use the category Annual Report – PA Public Libraries Survey.
  • Support documents
    • Employment Program Verification – We are no longer requiring that employment verification documents be uploaded to the annual report. Libraries should maintain verification documents within their files in case they are requested. We recommend keeping these documents for at least three years.
    • New: County Distribution Verification form – This document was created to make it easier for libraries to obtain the required information necessary to process County Coordination Aid requests. Libraries may either use this form or submit letters on county letterhead as verification of funds.
  • OCL Review section – We have updated the email notification system to make the status of the annual report review clearer.
    • As a reminder, the OCL Review section will not be visible during the data input period. This section will be made visible with the default status of “Under Review” after the submission period has passed.
    • If corrections are required, changes should be made, and the report resubmitted within two weeks of receipt of the status update email.

Regular Q&A Sessions

Beginning in February, we are hosting an additional open office hour on Tuesdays from 1:30 PM to 2:30 PM. These sessions are open to all library directors, district consultants, and system administrators.  Feel free to attend one of these sessions with questions you may have related to State Aid.

    • Every Tuesday 1:30 PM – 2:30 PM (Beginning Tuesday, February 4, 2025 through March 25, 2025)
    • Every Thursday 11 AM – 12 PM (All year)
  • Please login to the Counting Opinions’ LibPAS platform to access the Microsoft Teams meeting links found on the Home page.

The Bureau of Library Development (BLD) in the Office of Commonwealth Libraries supports libraries and library services for Pennsylvanians through the administration of state and federally funded programs and grant opportunities including LSTA (Library Services and Technology Act), Library AccessLAMP (Library of Accessible Media for Pennsylvanians), the Public Library Subsidy, and Keystone Grants for Public Library Facilities.
